Taking cognisance of the murder of gangster-turned-politician Atiq Ahmed and his brother Ashraf in police custody, the National Human Rights Commission (NHRC), India to the Director General of Police, Uttar Pradesh and the Commissioner of Police, Prayagraj, directing them to file a report within four weeks.
A statement issued by NHRC said the Commission has directed the topmost police official of Uttar Pradesh, as well as Prayagraj CP, to file a report detailing all the aspects leading to the death of the accused, including time, place and reason for arrest/detention.
It further sought a copy of the complaint and FIR registered against the deceased, a copy of the arrest memo and inspection memo, and of seizure memo and recovery memo.
The Commission asked them to state whether information of arrest was given to the family or relatives of the deceased.
The report should also mention the copies of all relevant and legible GD extracts in either English or Hindi, a copy of Inquest Report and a typed copy of Post Mortem Report (PMR), especially describing the injuries, said the statement.
It further sought video cassette or CDs of post mortem examination, the site plan of scene of occurrence with all details, chemical and histopathology examination of viscera (if applicable), final cause of death based on FSL report and the Magisterial enquiry report (under Section 176(1-A) Cr.P.C as amended by Act 25 of 2005.
