Chhattisgarh High Court dismisses PIL challenging invitation for bids for HSRP number plates

The Chhattisgarh High Court rejected a Public Interest Litigation (PIL) filed to set aside the Invitation for Bids (IFB) of Number 2021, assembling, establishing, procuring technology, designing, developing, producing, embossing, affixing and fitting of  High Security registration Plates (HSRPs) in the State on Build, Own and Operate basis, as the same being arbitrary and against public interest.

The PIL has been filed by  International Human Rights Council (IHRC).

It also seeks direction to the Respondent State to act in accordance with applicable statutory provisions, and the Supreme Court directions to require the implementation of HSRPs be done through vehicle manufacturer.

Jaydeep Singh Yadav, advocate for the petitioner, has fairly submitted that challenge to the Invitation of Bids of Number 2021 by some different companies has already been rejected by the Court vide order dated 24.04.2024 in two petitions of 2022 and now the petitioner has challenged the said Invitation of Bids of Number 2021, by means of the  PIL.

Considering the aforesaid facts and circumstances of the case, the Division Bench of Chief Justice Ramesh Sinha and Justice Bibhu Datta Guru was not inclined to entertain the PIL.
