Protection of the girl child must be the core priority of Digital Governance: CJI BR Gavai

Chief Justice of India BR Gavai has emphasized that safeguarding the girl child should be at the heart of India’s digital governance framework. Speaking at the 10th National Stakeholders Consultation on the Protection of Children, the CJI underlined the urgent need to ensure that the country’s growing digital infrastructure serves to empower, not endanger, young girls.

Justice Gavai noted that while technology has brought immense opportunities, it has also created new vulnerabilities particularly for children. He stressed that strong legal frameworks against online sexual exploitation, trafficking, and cyber harassment must be backed by strict enforcement. In addition, awareness campaigns and digital literacy programs should educate families and children about online safety and responsible use of technology.

He also called for greater institutional collaboration, urging law enforcement officers, educators, health professionals, and community workers to be trained in handling issues affecting the girl child with compassion and sensitivity. According to the CJI, many victims suffer longer because those around them are unaware of how to respond effectively to abuse or trafficking cases.

Justice BV Nagarathna echoed these sentiments, observing that the risks faced by girls are no longer confined to physical spaces but have expanded into the digital world. She stressed that a holistic approach addressing social, cultural, and economic barriers is necessary to ensure that girls can exercise their rights freely and safely.

Justice JB Pardiwala, meanwhile, introduced a new Handbook on Child Rights and the Law, designed to guide judges, police officers, and social workers. The handbook outlines key legal provisions, international conventions, and contemporary challenges, including cybercrimes and the mental health impact of online abuse.

Concluding the consultation, the Justices collectively called for a renewed commitment to protecting girls—through not only stronger laws and digital safeguards but also through building a society rooted in equality, empathy, and care.
