Gauhati HC disposes of PIL against flouting of guidelines in building cattle treatment centres in Cachar district

The Gauhati High Court recently disposed of a PIL against the alleged non-construction/slow progress of construction of Sonapur Sub-Center Building in district Cachar, Assam meant for treatment of cattle.

The PIL has been filed by one Sujahan Ahmed Barbhiya, who has raised the non-maintenance of Government guidelines regarding construction of Sonapur Sub-Center Building with brick boundary wall in the district of Cachar, Silchar.

It has been alleged that construction is going on at a very slow pace without proper construction materials. In this regard, the petitioner has lodged a complaint before the District Animal Husbandry & Veterinary Officer, Cachar, Silchar on 26.04.2021.

According to the petitioner, though the office of the District Animal Husbandry & Veterinary Officer, Cachar, Silchar had written to the concerned Executive Engineer (Building) Division, Cachar, Silchar on 09.07.2021 to look into the matter, no action has been taken. Therefore the Petitioner approached the High Court.

Having heard counsel for the parties, the Division Bench of Justice N. Kotiswar Singh and Justice Malasri Nandi was of the view that the matter can be disposed of with a direction to the respondents, more particularly, the Deputy Commissioner and District Animal Husbandry & Veterinary Officer, Cachar  to ensure that no sub-standard construction is carried out by contractors while constructing the aforesaid Sonapur Sub-Center Building, Cachar, Silchar.

While disposing the PIL, the Bench directed the petitioner to approach the authorities by submitting a representation along with a certified copy of the order.
