The Jammu & Kashmir High Court has taken suo moto cognizance of a letter addressed to the Chief Justice, highlighting the distress among educated youth in Ladakh due to non-recruitment to gazetted cadre posts in the last five years.
The letter alleges violation of natural justice principles and contravention of Articles 14 and 16 of the Constitution.
The court has directed the impleadment of the Union Public Service Commission (UPSC) and the Union Territory of Ladakh as respondents. Notices will be served to respondents to file responses within six weeks. The order will be published in print and electronic media for aspirants’ information.
The next hearing of the matter is on November 25, 2024.
A Division bench comprising Chief Justice Tashi Rabstan and Justice Puneet Gupta, referred to Article 320 of the Constitution, emphasizing the duty of Union and State Public Service Commissions to conduct examinations for appointments.
Section 93 of the Jammu and Kashmir Reorganisation Act, 2019, deals with State Public Service Commission provisions.
