PIL seeks Patna High Court intervention for improving infrastructure in Government Schools of East Champaran

A PIL has been filed in the Patna High Court, seeking urgent intervention of Chief Justice Sanjay Karol on the dismal condition of Government Schools in East Champaran, Bihar.

The PIL, filed by NGO Social Jurist through Advocate and NGO Founder Ashok Agarwal, said,

“The government schools in East Champaran lack basic physical and academic infrastructure. The students are studying in dangerous school buildings. They are short of classrooms, have non-functioning toilet blocks, besides no drinking water and boundary wall.”

The schools suffer from unhygienic environment and absence of library. The mid-day meal is being distributed in the most unhygienic and undignified manner, it added.

The PIL said a two-member team from Social Jurist visited several schools being run by the Government of Bihar in East Champaran district.

Besides visiting these schools, the team members held meeting with the parents sending their wards to these schools, who were agitated about the dismal condition of the schools, despite the fact that they were sending their wards in large number for receiving education in these schools.

“It is need of hour that the High Court intervenes in this matter and issue necessary directions to the Government of Bihar to remedy the wrongs, so as to enable our children to study in a conducive atmosphere and receive quality education”

-said the petition.

“We have also noted that distribution of mid-day meal amongst students by the schools has not been done in hygienic and dignified manner. It has also been noted that one egg is added in mid-day meal once a week and when it is done, students attendance goes double in number. It is, therefore, submitted that the Government of Bihar should consider providing at least one egg everyday in the mid-day meal to the students,”

it added.

The plea said thousands of students enrolled with these schools are studying in dangerous school buildings, which need to be rebuilt by
the state government immediately.

The government of Bihar must immediately make arrangement for teachers to students.

Conducive educational environment is a fundamental and uncompromising right of every child and the Government is duty bound to ensure it.

The inaction as highlighted above shows that Bihar Government is flagrantly violating the human and fundamental right to education of students, which should be stopped, added the petition.
