The Rajasthan High Court closed a Public Interest Litigation (PIL) filed seeking directions to the State Government to implement and take steps related to computerization of Primary Agricultural Cooperative Societies (PACS) and various Societies at other level.
In the reply filed by the Cooperative Department following statements have been made with regard to the status of computerization of the Cooperative Department.
“That the contents of Para No.409 of the writ petition are not admitted and hence denied. It is submitted that Department of Reforms, Government of Rajasthan has vide order dated 19.7.2022 constituted a District Level Monitoring and Implementation Committee (DLMIC) which is headed by the District Collector. It is further submitted in the meeting dated 20.9.22 of the DLMIC, those 79 PACS has been selected under the computerisation scheme which has been audited till the Financial Year 2021-22. It is further submitted that the list of the said 79 PACS has been forwarded to the State Level Monitoring and implementation Committee (SLMIC) for its approval in the meeting dated 13.10.2022. It is submitted that the above facts clearly show that the said computerisation scheme is being implemented by the respondent-department at good place.”
From the reply, the Division Bench of Chief Justice Manindra Mohan Shrivastava and Justice Munnuri Laxman reveals that the Department has already started implementing computerization.
Though Counsel for the petitioner would submit that the petition may be kept pending monitoring implementation of digitization of the Cooperative Department, the Court is of the view that it is not necessary for the Court to keep this petition pending to monitor digitization process of the Cooperative Department.
“Once the State has already stated that the process of digitization has already been initiated, there is no reason for this Court to hold otherwise. Therefore, as the purpose of filing this petition has already been served, we are inclined to close this petition”, the order reads
