Uttarakhand High Court directs more action to house homeless rag-pickers

In a significant development, the Uttarakhand High Court has taken proactive steps to address the plight of homeless rag-pickers. 

On January 2, 2025, the Court heard WPPIL No. 180 of 2024, a case concerning the living conditions and welfare of rag-pickers. 

The matter was heard by Chief Justice G Narendar and Justice Manoj Kumar Tiwari.

During the hearing, the Court was informed that the Urban Development Department had taken steps to identify and support homeless rag-pickers. 

According to the action taken report dated December 31, 2024, a total of 1056 rag-pickers were identified, with 40 found to be homeless. 

The department has established 101 shelters, including 48 permanent and 53 temporary shelters, with a combined capacity to accommodate 2203 individuals.

The Court was also informed that various measures have been taken to support the rag-pickers, including the provision of bonfires, blankets, and health camps. 

The department has also set aside Rs. 50 lakhs for the maintenance of night shelters.

Despite these efforts, the Court recognized the need for further action to support the homeless rag-pickers. 

The Court directed the department to depute an officer to accompany the petitioner’s counsel and show him the camps where the rag-pickers are housed. 

The Court also requested the petitioner’s counsel to personally interact with the rag-pickers and submit a report.

The matter has been listed for further hearing on January 9, 2025.
