Advocate A.P. Singh has written a letter to Chief Justice S. A. Bobde Supreme Court of India requesting to take Suo Motu cognizance of plight of Indian Medical Students stranded in Ukraine without food and basic facilities amid COVID-19 coronavirus outbreak.
He has written in a letter that he has received requests of more than 500 families from different districts of Himachal Pradesh State and that there are around 600 male and female medical students of Himachal Pradesh who are stuck in Ukraine and not been able to come back due to Covid-19. These students are facing many problems, depressed, feeling unsecured and afraid. University of Bokovinian State Medical University Chernivasty, Ukraine is not providing any type of necessary facilities. Canteen, Hostels, cafeterias are totally locked. Most of the students on automatic/natural hunger strike as they have no facility of fooding and medicine in Ukraine and there is no NGO working to provide food and medicine like in India. Local police is totally misbehaving and using third degree being our medical students are Indians.
All students are wishing to come to their country, India, like all citizens of other countries whose heads are going to airlift them to their respective nations. All the families of these students are pressing me to file writ petition before Court regarding it but I have given assurance to them and said that this will only add to the work load of Supreme Court during Videoconference proceedings, said Mr. AP Singh in his letter petition.
AP Singh has also written that parents of all students are ready to pay expenses/charges of Air Lift from Ukraine to Chandigarh International Airport and ready to deposit the same amount before competent authority of Ministry of External and Foreign affairs or Ministry of Aviation or any authority as per Court’s direction.
He said, All parents are ready to arrange the medical checkup of above mentioned medical students and separate accommodation for quarantine period. Above said medical students are also ready to provide medical assistance to the medical practitioner/ Govt. Hospital of Himachal Pradesh as well as need and requirement in all over India, after quarantine period, until this disease is completely eradicated from our country. The state of mind and in view of problems, police torture, hunger, absence of medical aid to students, emotions of parents should be considered. Many parents have also written to Prime Minister of India as well Chief Minister of Himachal Pradesh for safe evacuation, but have received no fruitful response.
Parents are therefore, spending restless days by being in sorrow and depression and children are also afraid there. As their life is in danger so safety of medical students is very important.
Advocate A.P Singh has requested to treat the letter as Public Interest Litigation suo moto and ensure the evacuation of medical students from Ukraine as they are the future of this country.
