The Deputy Chief Minister of Delhi Manish Sisodia has told the Apex Court that the Bureaucrats in Delhi have not been cooperating with the Aam Aadmi party government.
The Deputy CM said that the non cooperation by the Bureaucrats has paralysed the implementation of policies and projects of the elected government in the National capital.
In an affidavit filed before the top court, Sisodia said that bureaucrats have stopped attending conducted by the AAP along with totally stopping to answer phone calls by ministers and these issues have become more acute with the appointment of the current Lieutenant Governor of Delhi, Vinai Kumar Saxena.
The affidavit filed before the Court said that officials have stopped taking calls of ministers…Officials are disobeying orders/ directions of ministers including orders/ directions that are in writing.
After the Central government issued a notification on which stated that civil servants are not answerable to the elected government of Delhi but to the Central government currently ruled by BJP, the problem began.
The Affidavit said that the power to assign posts, effect transfers within the Government of NCT of Delhi, and discipline civil servants is exercised by the Central government/ Lieutenant Governor.
It also said that the impugned notification issued by the regime is the reason why the civil servants serving in Government of NCT of Delhi have become indifferent to the elected government.
It mentioned that any cooperation between the two is penalised and discouraged.
The Administrative control over the transfers and postings of officers in Delhi is the ongoing dispute between Central and Delhi governments.
