High Court issued notice on PIL challenging the changes in admission criteria by DU in UG courses for the year 2019-20

Advocate Charanpal Singh Bagri (petitioner) mentioned a PIL before the vacation bench of Delhi High Court and contented that the last date for admission in UG courses for the year 2019-20 is 14.06.2019 and he challenged the amended admission criteria of Delhi University which is against the clause 4(1)(d) of notification issued by University Grants Commission. The high Court issued notice & list the matter for hearing on 14.06.2019.

The contention of the petitioner is that: As per the admission schedule for the under graduate merit based courses for the year 2019-20, published by the Delhi University, the aspirants are required to fill up the Common Admission Form and register themselves between 30th  May, 2019 to 14th June, 2019  exclusively through online registration portal.

The university of Delhi all of sudden changed/amended the eligibility criteria for the admissions to the under graduate courses for the year 2019-20 and issued bulletin of information for the same on 29.05.2019 which is in violation of clause 4(1)(d) of the notification issued by University Grants Commission and also contrary to the guideline of the UGC.

The petitioner also contended that the aspirants who just passed out their Sr. Secondary (XII) and have made preparations for whole year on the basis of earlier existing eligibility criteria to get admission for UG courses are going to become ineligible to get admission in their desired UG courses due to the sudden amendment and changes made in the admission criteria. This act and conduct on the part of Delhi University is against the principle of natural justice and equity.

The petitioner submits that at least 3 lacs students are going to be affected by this amendment in eligibility criteria of DU. He said that he had made representation to the University and requested to withdraw/rollback the said amendment but respondent university did not even reply to the same till date.
