A PIL has been filed in the Chhattisgarh High Court against a pyrolysis-based plastic recycling plant in Birkoni area of Raipur, which has increased the risk of air pollution.
Resident Ishwar Sahu has filed the public interest litigation in this case through advocate Harshvardhan Parganiha. The petitioner stated that the residents of the concerned area are troubled by the air pollution caused by the large pyrolysis plant in Birkoni area of Raipur district. Workers in the plant are also getting sick.
The petitioner informed the Court that in this plant the tyre is melted and oil is extracted, to be used in road construction. The pyrolysis plant has increased the risk of air pollution.
Whereas the license is issued after an inspection of the Environmental Pollution Board to start the plant as per rules, that has not been the case here, the petition said. The license to operate the plant has not been obtained, said the petitioner.
During the last hearing, the division bench of Chief Justice P.R. Ramachandra Menon and Justice P.P. Sahu had directed the petitioner to implead the factory operators as parties in PIL.
In the petition, along with the Board of Governance and Environment Pollution, private factory operators have also been made parties.

During the hearing on Wednesday, the High Court issued notice to all private operators to furnish quick reply. The matter will be heard on March 17. It has been clarified in the petition that manual work is done in the factory, which causes more problems for the workers. Similarly, a guideline should be issued to the governments and Environment Board regarding such factories.
