The Division Bench of Chief Justice Sudhanshu Dhuliya and Justice Manash Ranjan Pathak observed "A genuine and bonafide PIL must be encouraged by all Courts, but at the same time, a frivolous PIL, which is being filed for extraneous reasons, must be discouraged."
